The Emergency Planning and Community Right to Know Act (EPCRA) implemented by the EPA, requires organizations to report on the storage, use and release of hazardous materials when material usage crosses established thresholds. Due March 1st each year, Tier II reporting provides critical information to first responders and local agencies to plan for and respond to a chemical emergency.
SiteHawk Communicator features the Tier II Report Wizard to help simplify the Tier II reporting process. The Tier II Wizard guides users through Tier II reporting, generating a report that can be printed as the Federal Form or exported for electronic submission via Tier2 Submit. The wizard provides reporting suggestions throughout the process, enabling users to make informed decisions about their chemical data. As the EPA updates regulatory requirements for Tier II, SiteHawk provides corresponding enhancements to SiteHawk Communicator. The latest updates include the integration of the 24 SARA Hazard Categories released in 2016 and exports compatible with 2017 Tier II reporting requirements.
Rules and regulations for Tier II reporting vary from state to state throughout the United States. The maps above highlight which states follow certain criteria. The first map identifies each state’s Tier II reporting format which includes Tier II Submit, E-Plan* and Other**. The second map identifies whether a state’s hazardous chemical thresholds/critera are the same or different than those at the Federal level.
Do you need an efficient process for generating a Tier II report?
The Tier II Wizard guides users through Tier II requirements, generating a report that can be printed as the Federal Form or exported for electronic submission to Tier2 Submit. The tool utilizes facility data within SiteHawk and provides reporting suggestions throughout the process, enabling users to make informed decisions about their chemical data.
Do you know if your materials are reportable?
SiteHawk indexes and cross-references over 225 global regulatory lists, including the Extremely Hazardous Substances (EHS) which is the basis for Tier II reporting. The Tier II Wizard provides an automated cross-reference to determine which materials and/or ingredients are subject to the list.
Do you need quantity information and ingredient conversions for Tier II?
Once estimates and quantity data are finalized, SiteHawk generates calculated totals for qualifying materials. These totals include automatic conversions to pounds, providing a way to easily evaluate reporting thresholds. In addition, the wizard utilizes max and average daily amounts to calculate ingredient totals, comparing results to thresholds to offer reporting suggestions. This data is used to generate a completed report via the Federal Form or export for Tier2 Submit.
